Programs were punched on a deck of cards.
If you dropped the cards, the sequence was lost; so the cards were often serially numbered.
Carrying a large deck from the Institute for Advanced Studies in Austria to a facility in Darmstadt in Germany in 1967, duty was charged on the blank cards, but not on the punched ones. The customs man carefully counted the number of blank ones!
